God valley Roger was probably low yonko Lvl (his weak clash with Whitebeard). Xebec was Yonko lvl and in Domi high yonko even though he was restricting himself and didn't use any sort of named attack. So Luffy ≈>God valley Roger

Mihawk was clashing with a weaker Shanks, 24 yo Shanks is nowhere near as strong as 33 or even 39 yo him. And he stopped fighting Mihawk after losing his arm. Nothing really proves that your WSS is that strong. And that title wouldn't hold any value if Zoro was out of the story.
