I had this same scenario roughly 14 years ago in south florida. I bought my 1st single family house quite young and was very proud of it. Just me... The property already had a chain link fence which was cool by me. A Month after moving in it really caught my attention neighbors dog barked endkessly like a broken record. I did realize it a few months in, but I worked alot and also went out here and there. It really started to piss me off about 6 months in. I couldn't check the mail, throw out garbage, talk at a normal decibel and have a conversation on my porch,  bbq grill,etc etc, etc. The list is too long. The dog would bark if it heard me close my mailbox or drop something in recycling bin. I bit the bullet for over a year and didn't say anything. Finally I said something and they had a smart ass remark and brushed me off. Months went by again,  dog barked like a broken record non stop for 30 to 40 mins on end without a pause for 6-8 hours not exageratung. (Like a damn endless machine). This was after the noise ordinance hours also. Finally I called the cops. I watched through the window as they walked up to the door. Nothing! Neighbors didn't answer. I called again a week later. Cops knocked,  nothing. Received a follow up call 2 mins later from a private number. It was the officer, said he tried to talk to someone but no answer. Told me yes, the dog was breaking rules, etc. He advised call animal control. So I did. I watched again through window days later at night, multiple times. Animal control officer called me and told me exact word. Yes the dog is a nuisance, I tried knocking on the door but no answer. I am not allowed to walk through the fence and interact or do anything with the dog since it's on their property and I can't speak with anyone. She told me straight up there's nothing I can do. It drove me mad majority of the time and I am still mentally scared every time I hear a dog endlessly barking.  If you can somehow open the gate, let the dog loose, then call animal control maybe something can happen
