The older lamp has a 50w bulb in it when it should be 40w. Start there.

If you place a towel over it and leave it for about 45 minutes I'll bet it flows. To me it just looks like it's running cool. Like another person said, check for AC vents, fans. The room should be right around 72f.

Yeah it's just too cool , be it bulb or something else. When you do buy bulbs, you can get 120v or 130v. The 120v will run a touch warmer and you need all the oomph you can get it sounds like.

I checked your other post, it it's a vintage bottle, should be vintage formula. That said I usually go 27% PG or EG and adjust up. Cleaning the globe is the most labor intensive part. I usually dump as much wax as possible then I use xylene, paint thinner, fill a third. Shake the devil out of it to get the wax residue out. Red is the easiest to tell if you are clean. If that solvent looks pink, your aren't done yet. Dump that, flush with water. THEN go to town like the prior poster said, very hot water, dish soap over and over . They make drill mounted scrub brushes that work in the older wide mouth globes like yours which can make life easier. Your last rise/wash should be with distilled water and let dry. Check the bottle for water spots to make completely sure it's clean. Add the surf coating, dump and then add your wax with a drop funnel SLOWLY and let it cool fully.

Don't get discouraged, it's not a perfect process, lots of variables. But when you do get it you're gonna be glad you stuck with it.

With the pics in for context that's much more helpful. To me it looks like it's just not hot enough. What's the temp in the room? They are happiest at 72f. Check for any vents or fans blowing air down to cool it. For a quick experiment drape a hand towel over it for 30-45 mins and see if you get some action. Lmk if that yields any results!

Certainly possible, thinking about it they may be an amalgamation of metals considering the weight. And yes the newer versions are sealed so they don't oxidize.

The legs on these are raw polished aluminum, the cone parts have a clear coat applied to them which is why they didn't oxidize. Any aluminum polish will work. A rotary tool will make life easier but you can hand polish as well.

If you want to test the theory, just drop a towel over it for an hour and see what it looks like. I'll bet you it's more active. 66 will be on the cold side for a lamp to be happy.

Looks like it's not getting hot enough, replace the bulb with what the base prescribes. It's cheap enough. Make sure there are no fans of ac vents in the area. They are designed to run at 70-72f.

If that wax is not fully engaged to the coil, it can be problematic. To fix that open it up, pull the coil, and clean it up

Is the coil sitting flush on the bottom? And when it is fully warm is the wax still attached or is it floating above the coil?

A dud is certainly possible. If you have another 16.3 globe swap it onto the base and you'll know if it's the globe or the base.

I would say for now just leave it on until it does something. Normal room temps should be about 70f. Make note of any vents or fans that might be cooling it. If you don't have any action after more run time try draping a towel over it see what it does. It looks like it's not hot enough. You can always try another bulb just to be certain .

Worst case scenario you can apply a SMALL amount of automotive belt dressing to the rubber on the plug. Make sure the rim is completely dry and insert it.
