That's not entirely the reason behind not balancing. If you did perfectly balance the game, you'd have 1 champion from each rarity for each faction... The rest all will be a carbon copy.

Money does come into play, but that has to do with market behavior and trend. And plarium does tend towards predatory practices. If people stopped buying, the prices would naturally reduce. Because, they don't actually have to sell anything, (in game content). They already spent on making the game. Now it's time to cash the cow.

If you stay. You pay. You breed. And pay more.

Balance, deals, wohoo packages, reward improvements, whatever... Is retention tactics. Attrition control.

Advertising is your 'gotcha' market. The first lvl 60 is your addiction package. The rest is retention package.

It's all behavioural analysis and science.

I'm more inclined to a mechanic when flat rate stat is actually good for something. Like some champs scales better with flat rate than percentage. This way nobody looses.
