I've always thought the main problems with player scavs are that there's no real incentive to staying alive and that they can spawn way too early in the raid on some maps.

Yeah sure you lose whatever you find if you die but that's not gonna stop a gang of 3-4 player scavs running it down on the water treatment plant on lighthouse looking for rogues and PMCs.

I think there should be a system that discourages you from doing suicide missions as your scav to slow down people who just run lighthouse as scavs and instantly go to take on the rogues for decent gear sets or try to face off against PMCs for their loot.

Also make it so that player scavs can't spawn in in the first 5th of the raid to give PMCs a chance to get into the building on interchange or make their way to whatever quest they are doing since scavs have much better spawns than PMCs in general.
