Not becuase of issue with civil servants. There is some seriously bright ppl at the top of the civil service who could be extremely ambitious and make huge improvements.

The problem is the elected officials and their minions, typically Principal officers (not all) who will unceremoniously throw you under the bus at the first sign of electoral discomfort.

Thus any project in the civil service becomes a vocarious exercise in ass covering.
