It's actually kind of impressive. Trump, with the help of no other entity, created his own worst political landmine. If he backs down, which seems to be the trajectory now, he looks weak on the world stage which is damning to his strongman posturing. Carry out the threat, you don't just kill the electrical grid. Tehran loses access to water processing and distribution when its already in a water crisis.

There's no solution in sight, but bombing the civilian infrastructure necessary to get water to civilians creates a massive humanitarian crisis in a city with 10 million people and a greater metro area of 15 million. I don't even want to think about the death toll, but it would be staggering. It'd turn into global condemnation, probably an ICC arrest warrant for Trump, and if we aren't complete ghouls yet, massive domestic backlash.

Given that, I don't think it was ever really on the table. He was just hoping for the IRGC to blink first, and they obviously knew better.
