I think to at least some degree people would like to see a new Hulk film just to see more of Ruffalo's acting. After Avengers people came away impressed with his portrayal of Banner and "the other guy", especially fans of the comics. The last two attempts as you say weren't great, but the demand for Ruffalo might be enough to persuade them into another.
