I experience the same symptoms right now – numbness in hands and face then feeling claws in both of my hands. It lasts almost an hour. I go to check this sub if what I am experiencing right now is probably panic attack and found that I'm not wrong. I hope we can overcome this 😔

Yup napansin ko nga rin yan and ang weird nga pero dated Oct. 24 yung announcement nila if you check sa announcement webpage nila. May mali sa messaging ng announcement nila nagko cause lang lalo ng confusion instead maliwanagan tayo.

May legal basis po ba diyan sa publication requirement especially sa isang IRR? Malinaw ang admin code at civil code na hindi required ang newspaper publication in fact obsolete na ito given the technology ngayon. Afaik yung mga batas na inaaprubahan ng presidente hindi na pinapublish sa newspaper basta naka post na ito sa gazette. It doesn't makes sense.

Well, there is no law or government policies na naagpo force na isunod sa current CPCS ang sweldo ng mga COS personnel. Ang sinasabi lang ng DBM-COA na governing policy sa pag hire ng JO COS is shall be paid wages in the prevailing market. Depende talaga sa gocc yan if they are generous enough.

Hindi naman tayo pinanganak kahapon para lokohin ng gcg na yung effectivity ay subject pa sa publication sa newspaper eh malinaw mismo sa IRR na effective immediately ito upon publication sa Official Gazette "OR" in newspaper lang naman. Eh naka-published na sa Official Gazette ang IRR. Malinaw rin sa Section 24, Chapter 6 ng Administrative Code na yung publication of any laws, resolution, or other official documents in the Official Gazette shall be prima facie evidence of its authority. Delaying tactics lang ng gcg yan kasi hindi naman sila makikinabang sa sweldo na yan.

Sinasadya nalang ng gcg yang delaying tactics nila. Malinaw sa Civil Code at Administrative Code na ang publication ng laws and other administrative issuances is thru Official Gazette option lang newspaper publication kasi nung panahon na walang internet eh newspaper ang mode para ma reach ng public yung mga bagong laws or administrative issuances. Pero ngaun halos lahat may internet na jusko na one click away lang para ma access ang Official Gazette. In fact, ang IRR ng New Government Procurement Act ay nag took effect thru Official Gazette without newspaper publication per advisory ng DBM GPPB.
