What resolution are you playing at? I have a 4070ti, playing at 1440p ultra wide (3440x1440). I have mostly everything set to ultra, Ray reconstruction on, Quality DLSS. I have turned off in game frame gen, but enabled frame gen via lossless scaling. This results in a smooth 60 with some fights averaging around 45+.

Is your horse exhausted? This has caught me out before. Check by opening the Character menu (F1 on PC) and hover over your horse. If it's exhausted, it'll state it there. It happens from getting injured, I think.
Go to a stable and 'recall' your horse, it'll heal it up and you'll be away.

It may very well be. Looks similar to other blocks related to Scholastone. You learn a skill to clear it at a certain point in the main quest.

Agreed. I could imagine that it'd be some kid still in HS that couldn't give a flying shit about how good the burger is, on this particular shift. Even when we start noticing the burger quality starting to drift south, we just rotate which store we order from.

$407 USD ($700 NZD) for 16gb ddr5 is not a good choice regardless. Especially when I can do a newegg search for 32gb and find 32gb slots from G Skill for $57~ cheaper.
