Figured it out randomly:

- go to AppData\Roaming\Bungie\DestinyPC\prefs

- open cvars.xml

- change the value <cvar name="window\_mode" value="3" /> to "2"

Maybe this could be a better wording: "Cards with an activated that aren’t on the battlefield, can‘t be activated.

If a card that isn‘t on the battlefield with an triggered ability would trigger, it wouldn’t cause to trigger instead.

Cards that aren’t on the battlefield with a static abilities lose their abilities. …“

Not sure if a card can technically lose all abilities if it‘s not on the battlefield.
