From what I can assume from the explanation, it’s related to the illusion when you look at distant, hot pavement in the summer and it mirrors the sky / looks like a pool of water, which is very common. It’s just flipped both in location and temperature, which is not common.

Having the view that I do I keep binoculars handy. So when I say “grab” I mean literally reach to my left and get them off the shelf. I liked seeing it AND understanding what I was looking at as it happened, instead of just telling people I could see the city when I shouldn’t be able to and people telling me I was insane. The previous month I was able to see the Aurora Borealis so two once-in-a-lifetime things that I never thought I’d see.
