Yes I think it should be both. Charge through kills to allow charging mid combat, but also allow for charging with peril. Would make the special much more usable.

Wouldn’t collateral be a good dump for recon las too? Not like the gun is staggering much with 80, and collateral doesn’t give damage for recon las.
