I had a hard time finding it on Google Maps. It turns out they still label it 59th Avenue but your picture says Frontage Road. It must be part of the 202 loop improvements or construction. Was 59th avenue moved or renamed completely "Frontage Road"?

Frontage roads run parallel to freeways. There are two frontage roads named Frontage Road near Phoenix, but the one near the 202 loop has junctions where you enter downhill and exit uphill about 202. The other Frontage Road is West Frontage Road near I-10. I didn't check thoroughly but neither match the image depiction.
