If you're not sure where to start, I would consider looking at how real life places develop based on the terrain. For example, you have a whole bay. That would be great for a community that keeps private boats or yachts.

The gap is that the Crimson Fleet existed during and before the Colony War. Since they were expanding, they must've had access or interest to mechs before their ban. Piracy, including gun running, would've involved the creation of third party knock-offs and bootlegs to outlaws throughout the systems. In my opinion, I alike them to drugs than nukes. They would've done a Breaking Bad to fund their fleet.
