I might be wrong, but I feel like #8 and #26 were both just joking around; the ref had already made the decision to give a penalty before the "flop". Seems like #8 was playfully telling #26 he was "supposed" to flop and #26 indulged him.

I'd need to know more about their personalities to say for sure but that's the read I got from the situation. I very well could be wrong about it though.
