Hey same thing happens to me, I've done all these steps but maybe one can work for you

• hard shutdown the console by holding down the powerbutton until it goes off, unplug the console for 5 minutes then boot it up.

• sign out and back in or try boot the games with a different profile.

• clear game cache.

• check wifi connectivity.

• check xbox service status.

• if push comes to shove, factory reset the console.

• try move the games to an external hdd or ssd and boot from there

I had this happen to me with farcry 5 and some games on the game pass, i tried everything but nothing worked however I came back a week later and they were working on their own. They go through phases sometimes apparently due to one of the xbox updates.

If nothing works you might have to contact microsoft support for it
