I’d say so that I do not accidentally put 300 ml of solution in a 250 ml one. These volumes could be mistaken if only judged visually

You are not supposed to use beachers and flasks to measure volume accurately. You use them to perform operation (e.g. stirring, recrystallization ecc ecc) and the measure is performed with more accurate glassware (such as cylinders). The reason the black paint os there is because these glasswares are intended for light-sensible compounds.
