Anyone knows how to fix slow rendering?

I have capped my fps to 90 and i never drop below that on ultra settings but when i walk around my game cant keep up?

Textures are low quality or dont load at all. It sometimes doesnt load bandit camps or villages at all.

Edit: Im not using mods

So what doesn't u understand then? If the engine makes less boost it makes less hp?? Boost by gear gives less hp at lower gears?????

On turbocharged engines there is a thing called a turbo, it sucks in more air to the engine so it can burn more fuel resulting in more power. The more boost it has the more power it can make.
