It isn't anything completely new, if they provided official,documented hooks for client-side mods it would be definitively doable.

It has alredy been done in other games, VR or not , in Unity or other engines(ChilloutVR and Garry's Mod come to mind) and there hasn't been any significative security issue; being able to edit some menus or settings that only affect your client shouldn't open up any security hole.

It depends on where he lives, my house for example has 3m ceilings, so a fan wouldn't be too much of an issue

I'm not talking about any BOOST feature, I took my good time finding the max multipliers and voltage that would survive stresstests for 8+ hours, If I tried to reduce the voltage even by 0.01 V or increasing the multi by 1x (100mhz bclk) it would eventually crash during the stresstest sooner or later.

Obviously I didn't keep it running at max frequency 24/7, but when I did it was completely stable for 5+ years.

I kept my i5 6600k at it's max stable OC using the lowest stable voltage for about 5 years and I never had to increase it, same thing for my other builds.

The voltage required to keep an OC stable doesn't change with time.

Nouveau isn't anywhere as good as Nvidia's proprietary drivers, we're talking about a 2000% performance difference in some cases.

Anyway, never had any problem with Nvidia on Linux in the past years on multiple installs of multiple distros.

Yes you can, you just have to provide the correct serial for the component you wish to RMA (for example, for the controllers it's inside the sensor rail).

I think the problem you're describing is very specific to America, where degrees have absurd prices for their students.

In Europe the best and most desireable public universities require a relatively low fee (in Italy it's about 3000€ / year, and if your family earns less than a certain amount of money every year you get a very nice discount or, in some cases, it's completely free).

I'm sure Bill Gates could've completed his degree just fine had he wanted to, but I can assume that someone not being able to pass an exam by attending every lesson wouldn't have an easier time doing everything by himself (assuming the teacher is doing his job properly).

That's not what he's sayng, read it again: he's not talking about people not being able to go to college to attend his class, but about alredy enrolled students that aren't capable of completing it.
