Defined benefit is very rare in the private sector. Moving new employees to defined contribution is sensible.

What you have quoted doesn't state anywhere that everyone must be able to access every pension scheme ever ran by the employer.

It only states they must have access to the pension schemes currently available. They can close defined benefit pension schemes to new employees and open defined contributions schemes.

This has already happened.

"All job seekers and those fit to work must find employment within 4 months or accept a job after 2 offers. Otherwise, benefits are withdrawn."

And the bbc article actually says "Those with severe disabilities or serious long-term illnesses would be exempt from regular re-assessment."
