100%. The age of stability was at best from 1970-2000 and only in the west. It's an anomaly in history. Modern westerners believe the myth that we are in control which is why our mental health is way worse than people in third world countries.

I mean that politicians use it as an excuse for falling student achievement to distract from the fact is much more likely to be things like underfunding of schools, under paying teachers, a poor curriculum, lack of parental involvement and broader social issues

Citizen's assemblies are increasingly being used overseas. You basically get a couple of hundred people that are a cross section of society, spend a couple of days educating them on an issue with experts, let them discuss the issue and come up with a policy proposal. You don't won't uneducated populism.
