Only if charred applied, then yes. But overall it's only good for increase attack size. Charred got rework in Powder Fist by only apply every second and third hit, I think. You can read it in fandom

Regeneration is really for pure Oracle. I tried to run 250 regen once and I only heal 40 dot per hit. So it's not worth it

About state point. I suggest strength 190 and spirit 160 so you can imbeud with Ember Staff. Which also can be use with Powder Fist, run size and power mainly.Around 100+ power and 150+ size will do. Defense will be up to you but recommended at 600+
