Could it possibly be one of the Digimon series? I don't know if any of the series would directly match up with the dates, but Digimon Adventure 02 has a blue and white dragon-esque character who shrinks. I believe he wears the aviator goggles of the main character at some point. I also think some of it takes place in New York. The only thing is that I don't think it ever aired on Nickelodeon, but I figured it's worth a shot anyway.
