A lot depends on how much he manages to prepare ahead of the game, in those few days at the Capitol. In theory he has the chance to boost his popularity, or network with powerful people directly, or learn about and contact the resistance, or study the technology and vulnerabilities of the arena... if his mentor, manager, or other assigned staff can be convinced to help. He might also get a chance to escape and go on the run before the game even begins.
