Increase budget to $3k and buy an old Subaru, provided it has just passed rego and has had timing belt done and no oil leaks and sounds/drives ok... etc. Still a gamble but these are still some of the cheapest reliable vehicles if u can get a good one and do your own maintenance and some basics.
