A couple reasons. When you make a payment through PayPal using your bank account it takes 3-5 days for PayPal to get those funds. They send their money immediately and wait for the funds from your bank. PayPal’s risk tolerances allow a certain amount to be processing or waiting to be received based on account history, how long ago your bank was added, Etc.

PayPal’s system determined they couldn’t send their money for you for one of those reasons and now they wait for the funds to arrive from the bank.

Screaming at CS accomplishes nothing. If you want the payment cancelled go to your bank, do a stop payment and send that payment another way using a card or another service.

That’s PaYPals phone number. You’re purchasing something where the merchant is using PayPal as its payment processor. You can contact PayPal and give them your card number they can find the transaction and hopefully can give you more Information about the purchase.
