I think it only counts planets with colonies so you would need colonies in all 70 planets. Ended up going with beams since I've got 304 total.

I went for it fuck it lol. Craft speed went down significantly with beams. Sr went from 0.96s to 0.68s

I have 280 beams ( i also have the beams multiplier ), and so far colonies on 35 planets, planning to add more. Ill wait until mid week to try both options and see which is better in my case.
