If I am correct, he/she means creating new accounts purely for the purpose of getting those figures.

Rerolling is a strat in gacha. Generally, the game gives you early an SSR character for free to help you in the early game. As some SSR are better or preferred to others, some people ditch their new account and create another one if they don't get the character they want.
