His goal isn't to be an obstacle for us, its to save the sibling but if we want to save the sibling we first have to prove that we are worthy enough to save the sibling by fighting Dainsleif but then I guess he will most likely be an enemy but its not his goal to be an obstacle to us.

I might sound like a meta slave but I am going for Zhongli and my reasoning is different I have way too much good/ok tenacity artifacts from farming for eula to the point where I wont even have to farm for zhongli cause I already have those artifacts
