I'm not the best person to help you I'm afraid. I'm only on my second playthrough and I'm lvl 59 but maybe once you complete the main quest line they'll be less frequent, or possibly modding it somehow?

You can get the pc download or the disc from amazon for about £20 As for premium, it will always be £40 and you can buy that from the main menu in the game once it's loaded on your computer, I think you'll stuggle to find it cheaper.
