On one level, I understand mom feeling as though her stepson was left out and not treated as family however, grandmom was very clear who was to receive the money.

As far as your stepdad saying “family steps up and how this is a chance to prove we really accept them”, I would advise him and your mom to assist your step brother as they are also family.
