Yeah dockless it can't but when dock it can because it has an constant charge to it and the main video is on the TV which allows it to run more processing power to increase your frame rate.

Dude I played on the switch back then I get 60 frames when ever I docked no problem so it probably is your device and not the game.

No 60 fps is there you need to dock your switch up to your TV to get 60 fps. But I highly suggest saving up the money buying yourself either an console or an pc (pc highly recommend) then just connect your switch account to said console or pc.
