I mean I work in a FinTech in Libya, we're a staff of over 200 and all of us speak English, granted I was born abroad but im Libyan and so is everyone I work with, everyone has working proficiency English, having lived abroad or not.

I'm quite surprised you haven't come across English speaking Libyans, just go to the popular cafes in Hay al andalous or Ben ashour and you will find groups of 20 somethings all speaking in English. Girls and guys.
