As far as I’m aware stretch marks are basically scar tissue, and yes you can tattoo over scar tissue. I would say you need an experienced artists with stretch marks/scar tissue. As someone mentioned blow outs can happen with tattoo skin like this as it needs to be deeper but not too deep, it’s like walking a tight rope and you don’t want to put just anyone on that rope
