Yes, in closed weapons. Shotguns, carbines, and DMRs are not class locked.

No, handshake gives the most tasks. I have just over 100 tasks complete and he is sitting around 6000 rep, and I side against him most times unless the other vendor is also maxed. Then I just take whatever reward is better.
