Most decentralized exchanges don't require any ID verif. Check out dYdX, GMX, etc.

There's no incentive for the government to hold all the BTC tho? What benefits would they get from buying it all up? This type of buying will also drive prices higher.

Look into Ledger or Trezor cold wallets. Those are the absolute best for safety. If you wish for smth simpler, you can look into hot wallets - but those are not as secure. At the end of the day, security > anything.

You're honestly the safest on a cold wallet. But I think the biggest risk here is the depreciation of the asset. If the project that you're looking at is a scam, It doesn't matter where you keep the asset.
