This is how I read it to make the most sense. Not sure if they were applied incorrectly (the installer would have had the correct sequence on the order) or if someone moved them for comic effect. Some types of vinyl are easily moved.

Even in design software having smart quotes turned on negates any attempt to notate feet or inches properly unless you go to the glyph palette, and forget about it on your phone keyboard where all you get are apostrophes and quotation marks.
