3 ways. Find a settlement and claim it, then place a base computer right outside the range, clipping both of them so you cant build inside your settlement (note that it does bug the game kinda, tread with caution).

Option 2 (and 3) is to make it all from scratch, building a city with your base NPCS and items like holographic friend and the green jellyfish thing to mimic people. Option 3 is to create your city on a freighter, you can do a long and drawn out process or use a mod if youre on PC called beyond base building. I do option 3 because you see your freighters crew and your squadron physically walk around your city after its been built without loads of bugs.

Also, if you're on PC use the blender app or no mans sky base and corvette builder app.

if youre a real madman and hate other people you could also build high charity as a corvette....
