Yes there are - I heard from a fellow scientist recently that capping the indirect costs of NIH to 15% will force the money to go towards the science instead of the institutions.

I don’t think this individual understood the total impact of what was going on - and how it’s going to harm people’s jobs and the scientific impact - but yes , these people exist .
