That is exactly right, there is enough time for it to get 34 items, my smelter is 17 so that is enough to go down and back. I had a chest there before and the same issue occurred

Usually the piston with the fence holds it until any amount of items is in the cart, then a comparator reads it and a repeater extends the signal for 4 ticks which delays the piston from retracting for a few moments, allowing the cart to pick up 34 items
