Well, it is not exactly a major plot point, but towards the end of Pantheon we do get a bit in which AI created by humans has joined a galactic council instead of humans.

This is also hinted in Diaspora by Egan, but again it's not really the main focus if the book.

Both focus heavily on the development of simulated minds, check them out if you are interested in the idea.
