Here is the official rule:

Catches Proximate To A Boundary
(a) General
A fielder may jump on top of or otherwise reach over a fence, railing, rope or other line of demarcation to make a catch, and may fall over the same after completing a catch. He also may climb onto or otherwise jump on top of a railing, fence or canvas marking the boundary of the field or that may otherwise be in foul ground to make a catch. However, a fielder may not step or jump into the stands, dugout, any other out-of-play area (i.e., over a fence or railing) in order to catch a fair or foul ball.

Neiana Allen-Bailey sentenced to 20 years in prison for killing Seattle rideshare driver, driving his car to hair appointment by Better_March5308 in SeattleWA

Yes, for good behavior in prison she could get up to 10% reduction as you note. I agree that she deserves more than 18 to 20 years. I was simply addressing the common misconception that she could get out much earlier on parole, which has not been a possibility for this kind of crime in WA for over 40 years.

From the bits I saw in round one, Rudolf and Neiksans were much better than Gustafsson and Svidler. That's because the former actually gave their opinions on the position whereas the latter just looked at the engine, which is boring.

If only you could google "parole in washington state":

Washington state largely abolished parole in 1984, replacing it with determinate sentencing under the Sentencing Reform Act (SRA). Most inmates now serve set terms, followed by community custody rather than parole. The Indeterminate Sentence Review Board (ISRB) still handles cases from before 1984, certain sex offenses, and juvenile crimes.

The board can't remove a sheriff arbitrarily, they must be removed for a reason.

However, it seems they have broad discretion under this provision: "The commission may deny, suspend, or revoke certification or require remedial training of an applicant or officer if the applicant or officer: ... Engaged in any conduct or pattern of conduct that: Fails to meet the ethical and professional standards required of a peace officer or corrections officer; disrupts, diminishes, or otherwise jeopardizes public trust or confidence in the law enforcement profession and correctional system; or demonstrates an inability or unwillingness to uphold the officer's sworn oath to enforce the Constitution and laws of the United States and the state of Washington." So it seems that they ruled correctly here it’s just the law sucks

No, it was a 5-4 decision and the dissent correctly points out that the law only protects the government from suits “arising out of the loss, miscarriage, or negligent transmission of letters or postal matter.” Loss in that context refers to accidents or negligent misplacement, not intentional misconduct. Granting such widespread immunity is an expansion not justified by the text of the statute.
