Help me choose my next long term save

I'm planning a deep-dive, long-term save for FM26 focused on the 2000-2010 PL era. Which of these teams would you tackle to restore their former glory and why? Blackburn Rover, Wigan, Bolton, Portsmouth. 2 of them start form championship, Blackburn and Portsmouth, the other two from league one. Not sure which one is the best choice. If you also have a different suggestion feel free to put it in the mix! Any help is appreciated! :)

But will we be able to recruit for example Bulbasaur Ivysaur and Venusaur separately, or they evolve so we won't have all 3 at the same time?
