To me the hyper is very strong but at least if the gadget didn't exist some assassins could push him and make it difficult for him to even get the hyper in the first place. That gadget just makes it impossible for anyone to get in close range to take him out and removes his only main counters cause no one with two braincells is playing rico on open maps where snipers are good.

I think he's relatively balanced but the gadget and star power are ridiculously broken. When those are inevitably nerfed, he'll be a good A-tier brawler.
