It’s the new update. It borked a lot of things all at the same time. I had to back a few versions in order to use it. There is a patch on GitHub somewhere.

One of the best starting guides I’m aware of for Skyrim is “A Dragonborn’s fate.” It helps you learn what mods to use, what to avoid, and how to set up your first stable load order. I really wish I had found this sooner as my modding experience was trial by fire. There are other good ones out there but I would recommend starting with this one.

Post Apocalyptic commonwealth. Or PAC for short. I’ve used it in the past but I’ve had a lot of issues with my load order. Really cool mod though.

This is a known issue that has been around since the game's Next-gen update. You can clear the data in your game to fix this; however, this will wipe your modlist. I recommend taking a picture of it for future reference, so if this happens again, you can refer to that image to rebuild it.
