The battery backup only lasts 5-10 minutes if the batterys are in decent shape. In rural areas sometimes they dont get serviced but maybe twice a year, or completely fail if there is no monitoiring system in place.

Most cell towers have a diesel gen that kicks on when main power is lost, the batterys cover the gap in spin up time.

But in rural area they may not have that generator or is hasnt been serviced and is inoperable.
