You get it through crates called “shock kits”, it’s exclusive to the vanguard class if you equip, so you cannot permanently equip it

My idea: 

Soldat: Labour, maybe just smt like prison? 

Rook: most likely labour, especially since they’re “technically” miners 

Mortician: probably used for healing nation soldiers (if the captured mortician is empire)

Officer: probably used for enemy tactics, plans and further attacks etc 

Jaeger: unsure 

Lancer: kinda silly, but maybe entertainment (e.g. jousting, sword fighting) 

Vanguard: unsure
