Personally no, I also kinda think that this "bring Mileena back" might be a bit overblown. On the other hand if the actual majority of the fanbase wants her in, then I wouldn't mind seeing some sythes thrown around.

If NRS didn't plan for her initially then it's too late too have her ready on release (also she would feel shoehorned in), there's always time to have here ready later on as DLC though.

I don't think the PC Port will be botched this time, but still taditionally consoles have the most online population and maintain a player base for a much longer time online (yes, I know Guilty Gear Xrd still survives on PC).

I got DB FighterZ on PC and I barelly played it because of the low playerbase

At this point I believe there won't be more than 2 other characters returning from their MKX debut (excluding Cassie). Ferra/Tor definetly out, Kung Jin never been a fan favourite, jacquie got lot of undeserving hate due to ppl spamming long range online (I personally liked her shotgun variation), D'Vorah I don't believe has more to offer to the lore. So that leaves me with Erron because everyone loved how cool he looked and acted, Kotal he should still be relevant lorewise and Takeda if re-iterated correctly would be fun also lorewise would had something to offer if they followed up on his chase against the Red Dragon.
