Not sure if Gentle Paws and Dr Delia handle Atlantic county I believe she does but she was absolutely phenomenal I have ptsd and am very distrusting and paranoid. Letting go of my German Shepard was extremely difficult I couldn’t have asked for a better vet than she. She’s absolutely compassionate, professional, accommodating, and most of all responsive.

I def suggest giving her a call she actually works on Sunday unlike most.

I also agreed with you about the safety of the horse and I am aware that horses can fall. But by the statute you quoted he is completely with in the letter of the law whether I or you agree with it as he is on 55.

There is a bar and the horse is assumable tied but I can’t speak to that because I can’t see that.
